People most often go wrong here by merging two separate things: a game studio and a casino are distinct companies, each with its own regulators. Look here for the game studios whose work appears in lobbies aimed at the Philippines, including who they are, the true extent of their licensing and whether a published return-to-player figure can be checked. There are 5 pages below.

Across 5 pages, a single entry gets covered at a time rather than being lumped with others. Wherever “not published” appears in a field above, the page for that entry explains whose place it was to publish the value.

Each entry in a paragraph

A short outline of each is all it takes to pick the right page to open.

JILI explained

Absent from its publications: a founding year and a headquarters. Its portfolio is spread over bingo, fishing games, slots, and both table and card games.

The record that comes first on its page is PAGCOR (Electronic Gaming Licensing Department). Where PAGCOR EGLD records which electronic games are cleared, JILI is named.

It publishes no RTP. The figures that circulate elsewhere are third-party estimates at odds with one another, and this site quotes none for its titles.

Pragmatic Play in full

Founded 2015, based in Gibraltar. In its build list you will find slots, live casino, bingo, crash games and virtual sports.

Open its page and the first record you see is Malta Gaming Authority. Licensing records tie MGA/B2B/619/2018 to Pragmatic Solutions MT Limited alone This B2B Critical Supply Licence for the casino vertical reads Licensed, and the reading comes straight from the MGA’s own verification portal, not from anything Pragmatic posts..

It puts RTP on the record, so the studio is where any figure quoted for one of its titles can be traced. Because Pragmatic prints only one RTP for a title, treat it as the best-case entry in a set.

PG Soft explained

Founded 2015, based in Valletta, Malta. Builds slots.

Open its page and the first record you see is Malta Gaming Authority. Registered to Pocket Games Software Limited (C 76195), the licence is MGA/B2B/435/2017.

It puts RTP on the record, so the studio is where any figure quoted for one of its titles can be traced. What a visitor reads as a blank dash is really a hidden RTP: PG Soft includes the figure in its game data and the server ships it with the page.

CQ9 Gaming in full

Absent from its publications: a founding year and a headquarters. Makes slots as well as fishing, table and arcade games.

The record that comes first on its page is PAGCOR (Electronic Gaming Licensing Department). PAGCOR keeps a list of approved game content on its official website.

It publishes no RTP. The figures that circulate elsewhere are third-party estimates at odds with one another, and this site quotes none for its titles.

JDB Gaming explained

Absent from its publications: a founding year and a headquarters. Builds fish shooting games, slots.

The record that comes first on its page is PAGCOR (Electronic Gaming Licensing Department). On its own site, PAGCOR keeps an approval list that covers game content.

It publishes no RTP. The figures that circulate elsewhere are third-party estimates at odds with one another, and this site quotes none for its titles.

Look to the game itself for game providers details

No part of this depends on trust alone. Licence claims on these pages draw only on public registers, and the registers can be consulted by anyone:

  1. Start at the MGA authorisation portal for a Malta licence and type the company name, because the brand name will not lead you to it. Brand and licensee names often differ because a subsidiary holds the licence; for Pragmatic Play’s Malta licence that holder is Pragmatic Solutions MT Limited.
  2. If the licence is from the UK, the Gambling Commission public register is where you search, using the account number. Look at an active licence’s record: it gives the activities, the date each began and any regulatory settlement against the holder.
  3. Go to pagcor.ph and find the studio’s approved-games PDF for a PAGCOR EGLD listing. The thing being approved is game content, and it is meant for licensed operators. If a licence is not stated in the document, the studio does not have one.
  4. An RTP figure belongs to a specific title, so open that title’s page on the studio’s own site. Comparison sites cannot supply a figure that is not there, and where two of them contradict each other, the contradiction is the finding.

The thing most often got wrong here

Most of all you need to separate a PAGCOR operator licence from a PAGCOR EGLD listing. A studio with an EGLD listing has had its game content approved by PAGCOR for use by licensed operators. Nothing here is a licence held by the studio, and nothing in it speaks for any casino carrying those games.

Just that is what four of the seven studios below have. They put it in plain words on every page, because a single word separates “PAGCOR listed” from “PAGCOR licensed”, and the gulf between the two is large; the licensed one is usually the hoped-for result.

Finding game providers at JL3

  1. Log in to JL3 and open the game lobby.
  2. Pick a studio in the lobby filter, or type the title’s name to search for it.
  3. A game’s info screen lists its stake range and paytable, so look there ahead of a first spin.
  4. Put a cap on the session first, then try new studios with small stakes.

FAQ

Which of the listed studios give an RTP figure for their games?

Pragmatic Play, PG Soft. The remainder do not, so their titles carry no RTP on this site and no figure is borrowed from a comparison site.

Does a studio licence protect a player?

Not directly. The games' maker, meaning the studio, is the party a studio licence covers. A player's route to recourse is the operator's regulator, and that licence is another company's.

Does JL3 carry all of these studios?

In the JL3 lobby, open Games: every game tile shows its studio, which tells you which ones are available to you. Each studio entry here is built from material the studio itself has put out.

What does each of a PAGCOR licence and a PAGCOR EGLD listing represent, and how do those meanings differ?

Think of an EGLD listing as PAGCOR's approval of a studio's game content, aimed at the operators PAGCOR licenses. An operator holds the PAGCOR licence, which is its authorisation to run a casino. The first applies to four of these studios, the second to not a single one.

Why does this page leave the founding year and headquarters blank for some studios?

Because they do not publish one. On their own sites, JILI, CQ9 Gaming and JDB Gaming disclose neither. No primary source backs the figures for both that go around on affiliate listicles, so none is repeated here.

If a game has been certified by GLI or BMM, does that settle whether it is fair?

Behind it is an independent test laboratory that examined the random number generator and the paytable and compared both with a standard. It matters, but it is a different thing from a licence; neither one reflects on the operator that offers the game.
